1. What documents should the Users' Committee submit for the agreement?

To enter into an agreement, the users' committee must submit the following documents:

(a) A copy of the decision of the meeting regarding the formation of the users' committee
(b) Copies of citizenship certificates of the members of the users' committee
(c) Details of the cost estimation of the project
(d) The decision of the Users' Committee designating the responsible official for the agreement
(e) The implementation schedule of the project
(f) The decision regarding the officials responsible for operating the bank account and necessary documents for account operation
(g) A copy of the registration and renewal certificate of the users' committee/group/institution, if already registered under prevailing laws

2. What does a contractor need to do to receive the mobilization advance?

If you have entered into an agreement with the Infrastructure Development Office, Parbat, through a contract to carry out any work, and the terms of the agreement mention the provision of a mobilization advance, then you are entitled to receive the mobilization advance as per those terms. Typically, the mobilization advance ranges from 10-20% and is provided in 2 installments. To receive the first installment (5% or 10%), the agreement must be finalized, and an advance payment guarantee must be submitted. To receive the second installment (5% or 10%), the construction site must be fully operational with workers, construction materials, and equipment in place. Along with the advance payment guarantee, documents such as insurance papers, Quality Assurance Plan, Joint Survey Report, etc., must be submitted and approved by the office. However, some terms may vary depending on the contract agreement.
